Listen Up! Evaluating International Aid Efforts by Listening to Aid Recipients

Aid agencies and evaluators use a variety of methods to gather and analyze evidence on the impacts of international aid efforts. However, few have done so by systematically listening to aid recipients with aid workers themselves to gather and analyze the evidence in a collaborative way.

The Listening Project was a system-wide examination of the effectiveness of international aid efforts from the perspective of those affected by them. It engaged over 130 aid agencies across the world in a unique effort to listen to a wide range of local views and to gather evidence about the cumulative effects of international aid. Listening Exercises were conducted in 20 countries to gather the views of 6,000 people, and over 300 aid workers, donors and academics were engaged in the feedback and analysis process.

The presentation, featuring Dayna Brown, Listening Program director of CDA, will highlight the findings of the Listening Project published in “Time To Listen: Hearing People on the Receiving End of International Aid” in late 2012, as well as lessons from utilizing a collaborative listening methodology, evaluating cumulative impacts, facilitating joint data analysis with aid practitioners and on the current obstacles to using local knowledge as evidence for decision-making.
