The seminar, U.S. Foreign Policy and Congress: Invitation to Struggle, will be moderated by Phillip Zelikow, White Burkett Miller Professor and Director of Graduate Studies in History at the University of Virginia.

Through recent examples such as diplomacy with Cuba, relations with China, a nuclear deal with Iran, or American engagement in the Arab world, all foreign policy decisions seem to be political battlefields. There is no consensus over broad doctrines that unite the makers of U.S. foreign policy. Is it possible to achieve a cohesive and consistent US foreign policy across all three branches of government? What role should each branch play? Are there deep currents that unite America’s leaders beneath all the surface froth? How do Americans and their leaders strike the right balance to project a coherent and effective foreign policy for their country?
