Biography
Leo Mackay is vice president and an elected corporate officer, of Lockheed Martin Corporation. Currently, he is tasked with leading the Office of Ethics and Business Conduct, reporting directly to the Chairman & CEO, and to the Ethics & Corporate Responsibility Committee of the Board of Directors. He oversees Lockheed Martin’s award-winning ethics program, procurement integrity, and anti-corruption efforts. Previously, he’s served as Vice President, Corporate Business Development, and President, ICGS, LLC. He has also had general management responsibility within Textron Corp, and Affiliated Computer Services, Inc. Dr. Mackay served as Deputy Secretary of Veterans Affairs from 2001-2003 receiving the Exceptional Service Medal, the VA’s highest honor, for his service. From 1993 to 1995 he was military assistant to the ASD/International Security Policy tasked with counter-proliferation, arms control policy, and controls of sensitive U.S. exports. Dr. Mackay is a member of the Council on Foreign Relations, the board of directors of the Center for a New American Security, and chairs the Board of Visitors at the Graduate School of Public Affairs of the University of Maryland. A graduate of the U. S. Naval Academy, he completed naval pilot training in 1985 at the top of his class. He spent three years in Fighter Squadron Eleven flying the F-14, attending Fighter Weapons School (Topgun), and compiling 235 carrier landings. He earned a master's degree in public policy, and a Ph.D. in political and economic analysis from Harvard University. He is a member of the Aspen Strategy Group.
