WMD Terrorism: An Update on the Recommendations of the Commission on the Prevention of Weapons of Mass Destruction Proliferation and Terrorism

November 15, 2012

The bipartisan Congressional Commission on the Prevention of Weapons of Mass Destruction Proliferation and Terrorism (WMD Commission) determined in December 2008 that WMD terrorism is a continuing and serious threat. The Commission further concluded that it is more likely that terrorists would obtain and use a biological rather than a nuclear weapon. At the request of Homeland Security Secretary Janet Napolitano, the Aspen Homeland Security Group’s WMD Working Group (AWG) has considered the current terrorist threat associated with these weapons, U.S. readiness to address the threat, and proposals to strengthen preparedness.

Cybersecurity & The Department of Homeland Security: Recommendations

October 11, 2012

Members of the Aspen Homeland Security Group's Cyber Working Group discuss the Department of Homeland Security's role in cybersecurity. In the paper, members propose a number of recommendations aimed at refocusing capabilities and enhancing DHS's purview on cyber matters.

Statement of Support for The Revised Cybsercurity Act of 2012 (S.3414)

July 24, 2012

Members of the Aspen Homeland Security Group strongly urge the U.S. Senate to vote to take up S.3414, the cyber-security bill, for debate on the floor. Members urge the Senate to adopt a program of voluntary cyber-security standards and strong positive incentives for critical infrastructure operators to implement those standards. The country is already being hurt by foreign cyber-intrusions, and the possibility of a devastating cyber-attack is real.  Congress must act now.

Homeland Security and Intelligence: Next Steps in Evolving the Mission

Examines the role that the Department of Homeland Security can and should play in the intelligence community. This paper was released during a hearing before the Terrorism, HUMINT, Analysis, and Counterintelligence (THACI) Subcommittee of U.S. House of Representatives' Permanent Select Committee on Intelligence (HPSCI). AHSG members who appeared as witnesses included former DHS Secretary Michael Chertoff; former Deputy Director of FBI's National Security Branch and Deputy Director of CIA's Counterterrorist Center Philip Mudd; and former Deputy National Security Advisor for Combating Terrorism Juan Zarate.
