Biography
Dr. Walker now serves as the Chief Technology Officer & Technical Director for the U.S. Fleet Cyber Command & U.S. 10th Fleet, U.S. Navy. Dr. Walker’s last post was serving as the Chief Engineering and Technical Director of The University of Hawaii System. Previous senior executive positions include, Department of Homeland Security’s Director of Research, Department of Navy’s Office of Naval Research’s Technical Director & Chief Scientist, Argonne National Laboratory’s Associate Laboratory Director, and the Defense Reduction Agency’s Senior Advisor for Science & Technology. Earlier industry posts included Morrison Knudsen’s Vice President of Technology and Phillips Petroleum’s Corporate Environmental Director & as a Senior Research Associate focusing on alternate energy, magnetic confinement fusion at General Atomics, refining/petrochemical process operations, biotechnology with The Salk Institute, and starting as a physicist at the Naval Weapons Center-China Lake.
As a former member of the Senior Executive Service and came aboard with DoD to stand up the Defense Threat Reduction Agency (DTRA), Dr. Walker was a standing member of the Defense Science & Technology Advisory Group for DDR&E in OSD and served as the senior S&T executive at OSD along with the S&T Executives of the Services, DIA, DARPA, and MDA.
Dr. Walker served as the first Chairman of the Joint Laboratory Board of the Joint Improvised Explosive Devices Defeat Organization (JIEDDO) and as a Member of the DSB Future Strategic Strike Systems Summer Study for STRATCOM. Dr. Walker, as the DSTAG Executive to OSD, served on the Executive Steering Group to establish the Joint Technology Office-High Energy Laser (JTO-HEL) Program and served on the statutorily defined JTO-HEL Executive Steering Group under the auspices of DoD’s Under Secretary-AT&L. Dr. Walker is a Member of the Global Policy Research Institute at Purdue University and Chairman, Engineering Development Board-Missouri University of Science & Technology, as well as a Member of Oak Ridge National Laboratory’s Strategic Advisory Group Board and a Member-US Air Force Cyber Vision 2025 Senior Expert Review. Previously, Dr. Walker served as Science Advisor to Lawrence Livermore National Laboratory & Los Alamos National Laboratory and Program Manager-Idaho National Engineering Laboratory.
Dr. Walker was a Navy Fellow and he is a member of the American Physical Society, American Nuclear Society, and the Cosmos Club. Dr. Walker holds a B.S., M.S., & Ph.D. degrees in Physics from the University of California and an Honorary Degree in Nuclear Engineering-University of Missouri-Rolla.
