Kristyn Abhold

Kristyn is a water infrastructure finance and policy professional whose career has focused on a host of issues spanning drinking water, wastewater, stormwater, and reuse. She’s had the opportunity to work for both State and Federal agencies as well as a host of not-for-profit water sector organizations.

Kristyn is currently a Senior Environmental Scientist, managing the Needs Analysis Unit in the Division of Drinking Water at the California State Water Resources Control Board. In this role she advances the implementation of the Safe and Affordable Funding for Equity and Resilience (SAFER) Program. The SAFER Program is a set of tools, funding sources, and regulatory authorities designed to meet the goals of safe, accessible, and affordable drinking water for all Californians. She’s currently focused on developing alternative approaches to measuring household affordability for water services, water system financial capacity, and other indicators of water system performance.

Prior to joining the State Water Resources Control Board, she helped design and implement an urban water grant-making and impact investing strategy for Spring Point Partners, a private family foundation in Philadelphia. She was a financial analyst with U.S. EPA’s Water Infrastructure and Resiliency Finance Center, where she managed WaterCARE, a financial technical assistance project, organized regional Finance Forums, led the Center’s efforts in conservation financing, and launched the Water Finance Clearinghouse. As the former vice president of the US Water Alliance, she directed projects and programs that brought together diverse stakeholders to advance urban water sustainability though collaboration.
