From 1999 to 2002, FIELD conducted the Welfare to Work Learning Assessment to document client characteristics and outcomes of 10 microenterprise programs serving TANF clients, and to learn more about the policy issues and program strategies that emerged from working with TANF recipients. This report summarizes findings from the first wave of the longitudinal survey of participants in the assessment. It details information collected at the point of the clients’ enrollment or intake in the microenterprise program.
