From 1999 to 2002, FIELD conducted the Welfare to Work Learning Assessment to document client characteristics and outcomes of 10 microenterprise programs serving TANF clients, and to learn more about the policy issues and program strategies that emerged from working with TANF recipients. This third and final report on FIELD’s longitudinal study describes outcomes experienced two years after enrolling in microenterprise programs.
