As we approach the tenth anniversary of 9/11, the threat of another terror attack on the homeland is rising. Al Qaeda is still plotting and planning, and an increasing number of recent incidents attributed to naturalized citizens, legal residents, and native-born Americans suggests that, like Europe, the United States is now plagued by “homegrown terrorism.” And, while officials believe that the risk of a catastrophic attack is still relatively low, they believe that the risk of smaller scale attacks, especially on “soft targets,” is higher than it has been at any time since 9/11. In response to the threat, Americans are asking fundamental questions like:

Is the government doing everything within reason to prevent another attack?

If so, and, nonetheless, the odds are that there will be another attack at some point, how can we minimize the impact and recover from it as quickly as possible?

Are security and liberty trade-offs or are they compatible? And, if compatible, what is the optimal balance between the two?
- Why does the “homegrown terror” threat appear to be rising?
- What are the causes of terrorism and what, if anything, can be done to counter them?
