James A. Montoya has been the Workforce Project Manager for ARIZONA@WORK, City of Phoenix in the Community and Economic Development Department since 2015. As Workforce Project Manager for the City of Phoenix, James leads region-wide projects that address the talent acquisition and workforce development needs of local businesses. He also directs and manages the Advanced Business Services Sector Partnership, which focuses on major contact centers throughout the Greater Phoenix region, and .is responsible for the Phoenix Business and Workforce Development Board’s labor market reports and quarterly Industry labor market reports. James serves on the leadership board for The Workforce Collaborative Arizona, which is a joint effort of 30 strategic public and private workforce programs throughout the valley. James is certified as an Arizona Economic Development Professional from the Arizona Association for Economic Development, and is a graduate of Arizona State University, where he obtained a bachelor’s degree in English.
