Liza Rodriguez, Deputy Commissioner, Performance Management & Technology, City of Philadelphia Department of Human Services. Liza has twenty years of leadership experience in the government and non-profit sectors, where she has worked to strengthen human service, workforce development, and education systems by utilizing data-driven and cross-agency collaboration strategies. Liza’s work is driven by her passion for ensuring that government and non-profit organizations create pathways to continually measure and improve how they serve vulnerable city residents. Her diverse background in service delivery, policy, and research have enabled her to design and implement programs, develop metrics and performance management systems, and create formal collaborations between public and private institutions.
She was appointed Deputy Commissioner for Performance Management and Technology at the City of Philadelphia’s Department of Human Services in October 2016. Prior to this appointment she served as the Director of Performance Management for Philadelphia Mayor Jim Kenney’s administration. In her recent roles in the government and non-profit sectors, Liza developed a city-wide strategy for departments and programs to utilize data to inform service quality and efficiency improvements; oversaw research operations at a local nonprofit organization; designed and led the Department of Human Services’ Education Support Center, a public/private initiative designed to improve the educational outcomes of children and youth involved with the child welfare system; managed the capacity-building practice of the Public Health Management Corporation; and served as Director of Communications for the Department of Human Services under former DHS Commissioner Alba Martinez.
Born and raised in Guaynabo, Puerto Rico, Liza has a B.A. from Duke University, a Master’s degree from the University of Texas at Austin, and a PhD from Temple University. Selected to participate in 2019 Socrates program.
