Jaime S. Fall Joins the Aspen Institute as Director of UpSkill America, Part of Skills for America’s Future
Fall to lead UpSkill America in creating economic opportunities for low-skill workers through upskilling efforts

Washington, DC, June 29, 2015 ––The Aspen Institute Skills for America’s Future, part of the Economic Opportunities Program, is pleased to welcome Jaime S. Fall as the new director of UpSkill America. In his new role, Fall will lead a diverse coalition of organizations working to improve economic opportunities for American workers in low-wage jobs.

Launched in January 2015, UpSkill America is a coalition of business, labor, education, workforce training, and human resource organizations. Together they are leading the national movement to provide 24 million American workers the training and education they need to advance on a career path and into the middle class. In April 2015, UpSkill America played an integral role in bringing a diverse group of leaders to the White House Upskilling Summit, where organizations unveiled new upskilling efforts, such as expanding apprenticeships and on-the-job training. In his new role as director of UpSkill America, Jaime S. Fall will lead the effort to provide more workers with stepping-stones to succeed.

Fall will continue his role as vice president of workforce and talent sustainability of the HR Policy Foundation in Washington, DC, an organization dedicated to getting America educated, qualified, and hired. HR Policy Foundation is a supporting organization of the HR Policy Association, the lead organization representing chief human resource officers of major employers which consists of more than 360 of the largest corporations doing business in the United States and globally.

In addition to his work with HR Policy, Fall served for nearly seven years as deputy secretary, employment and workforce development, for the California Labor and Workforce Development Agency. As a State Senate-confirmed leader in the Schwarzenegger Administration, Fall provided policy and guidance to California’s $11 billion workforce system and the nearly 9,000 employees that made up the entities within the agency. Fall also served on the Governor’s American Recovery and Reinvestment Act Task Force, with responsibility over the workforce development funding received by the State.

Additionally, Fall spent more than a decade in Washington, DC, working at the US Department of Labor’s Employment and Training Administration; the National Association of State Workforce Agencies; Fall Communications, a workforce development-focused marketing and website development company founded by him and his wife; and on Capitol Hill. Jaime also served as district director for Sen. Pat Roberts, who was in the US House of Representatives at the time.

Fall was born and raised in Kansas. He worked his way through college as a journalist and broadcaster before earning his degree in Journalism from the University of Kansas.

UpSkill America’s coalition of business, education, and workforce training organizations is dedicated to helping more businesses expand our nation’s talent pipeline by: recognizing leading employers that provide expanded opportunities for their workers; promoting the widespread adoption of business practices and policies that increase economic opportunity; and cultivate the education and workforce development efforts that support and advance those initiatives. UpSkill America’s work is facilitated by the Aspen Institute Skills for America’s Future, part of the Economic Opportunities Program. For more information, visit www.upskillamerica.org.
