The premise of the discussion is that counterterrorism-related technologies are largely funded and developed by large defense contractors. This is problematic because, unlike Al Qaeda, which is dynamic, agile, and entrepreneurial, defense contractors (like their government customers) tend to be lumbering, reactive, and bureaucratic. The goal is to find ways and means of breaking down the barriers that separate the dynamic, agile, and entrepreneurial venture capital community from potential Washington customers who desperately need to tap their expertise.
