Stanley (Major General, USMC Ret), former Under U.S. Secretary of Defense for Personnel and Readiness in the Obama Administration to examine “The Challenges, Constraints and Solutions facing the U.S. Military in the 21st Century.” Dr. Stanley was the first African-American named a Major General in the Marine Corps, served as Executive Vice President of the University of Pennsylvania and President of Scholarship America before being called to the Pentagon. As Under Secretary, he served as principal advisor to Secretaries of Defense Gates and Panetta on recruitment, career development, pay and benefits, and was responsible for the overall state of military readiness.
