Senior Policy Designer, National Center on Education and the Economy
Sophia Roy is an educator and systems strategist with 17 years of experience in traditional public and charter contexts. In her role as Senior Policy Designer at the National Center on Education and the Economy (NCEE), she supports statewide policy design and implementation with a focus on agency and system redesign, including work with the Nevada Commission on Innovation and Excellence in Education and the Utah First Credential Oversight Committee. Her portfolio includes advising on accountability frameworks, aligning education-to-workforce pathways, and leading efforts to improve systems coherence and resource efficiency across agencies and intermediaries. Previously, Sophia served as a Policy Advisor in the Office of the Deputy Mayor for Education in Washington, DC, where she guided the design and implementation of the DC Pathways Compact—work that required rethinking cross-agency roles, funding streams, and student pathways. She also supported the Office of the State Superintendent of Education in realigning educator pipeline and instructional support strategies to agency capacity constraints and district needs. Sophia previously served in roles with The College Board, TNTP, and KIPP New Orleans Schools. She holds a Doctorate in Education Leadership (Ed.L.D.) from the Harvard Graduate School of Education, an M.Ed. in Education Policy and Leadership from American University, and a B.A. in Economics from Brown University.
