About this Report
2025 was a year of milestones for the Aspen Institute Financial Security Program:
- We celebrated our 10th anniversary as a program.
- By the numbers, we gathered over 2,500 leaders across 33 events, published 41 blogs and research papers, and convened multiple expert cohorts and task forces.
- We launched a recommended national strategy to stop fraud and scams.
- We helped shape the nation’s first federal early wealth building policy.
To celebrate these successes—and the partnerships that made them possible—we’ve put together this impact report.
What’s In It
Aspen FSP’s portfolio spans three priority areas—financial stability, inclusive financial systems, and wealth and ownership—all geared toward helping build pathways to prosperity for all Americans. This report spotlights key achievements across these three pillars, and each section breaks out our signature events, policy impacts, and partner perspectives.
Here are some of the highlights:
With the passage of the One Big Beautiful Bill Act (OBBBA) in July 2025, we leapt into action to help states navigate this new policy environment and preserve benefits access. We convened the Safety Net Response Network, a group of 11 nonprofits helping to deploy innovative civic tech, AI, and other resources to states implementing OBBBA requirements. To date, we’ve connected eight states to technical assistance from these Network partners.
In October, we announced our recommendations for the nation’s first-ever strategy to prevent fraud and scams. The report culminates the deep collaboration of the National Task Force on Fraud and Scam Prevention, which convened 300 experts from over 80 organizations, including consumer groups, law enforcement, government agencies, and corporations. More than 500 people attended the strategy launch event, illustrating the wide network of leaders ready to lend their firepower to stopping scams.
In 2025, we launched a new project to develop a tool that measures how much wealth households need to thrive. To kick off this work, we partnered with the Federal Reserve Bank of Boston and convened a set of leaders from across academia, think tanks, government, business, philanthropy, and nonprofits to lay the foundation for this measurement.
With the passage of 530A Accounts in 2025, Aspen FSP has served as a trusted convener and thought leader at a critical inflection point for early wealth building policy in the United States. We hosted 11 expert convenings and roundtables to inform the implementation of 530A accounts. We also produced several publications and briefs to educate policymakers, philanthropy, and financial service providers on the design and implementation choices—such as auto-enrollment—that can make these accounts accessible to all families.
